11:43 <Cepheid> My guess is, what's happening is that when the graphics API is initialized, and various bits are queried, including the refresh rate, the underlying graphics API tells the GPU to wait for v-blanks at a certain time frame.
11:43 <Cepheid> Problem is, if that time frame is actually smaller than what's expected, it could cause desynchronization.
11:43 <Cepheid> What's likely happening is that the application stalls for twice as long.
11:43 <Cepheid> Which would explain why some games will advertise running at 60 FPS, but visually be running at 30 FPS.
11:43 <Cepheid> Or stuttering like mad.
11:44 <Cepheid> Because processing-wise, yeah, it's doing 60 FPS, but some frames are being missed.
11:44 <Cepheid> The only workaround for the problem is that I have to force the display to run at 59Hz.
